Municipal services outsourcing processes has two basic dimensions: the inner one, that refers to council organization and the different services management (human resources, waste rationalization, professionalization, organizational flexibility, ...); and the outer one, that has to do with the people receiving the service (proximity, quality, flexible attention, quick response, ...).  First, we need to inventory the services offered by the councils, depending on management areas, focusing the ones that could be outsourced. Secondly, it would be necessary perform deep interviews and focus groups among the people responsible for the different municipal departments. The objectives would be to better know the services, management options chosen and the ideological contexts when making decisions (depending on political parties involved in government).

Beside that, we think that the analysis is not complete until the circle is closed, guaranteeing that citizens and institutions point of views and interests are taken into account. At the end, they are the recipients of all the municipal services or actions.

Finally, it’s also needed an economic adjustment of services costs, considering the different management options (private, public or mixed) to choose from, keeping in mind austeriry and transparency values to carry out the best public funds management

Outsourcing municipal services can be a mean to good economic action and draw to improvement in services provision.
